The Civilian Personnel Flight (CPF) is a human resource entity that handles all recruitment and advisory services for a diversified civilian workforce comprised of Appropriated Fund (APF) and Non-Appropriated Fund (NAF) employees assigned throughout Davis-Monthan AFB.
We work in strategic partnership and collaboration with military and civilian managers, supervisors, and individual employees, to provide programs and services to a diversified workforce. Our goal is to create and foster a healthy, safe, and productive work environment in support of the Air Force’s mission here at Davis-Monthan. The NAF Human Resources Office administers the NAF personnel system and offers a variety of employment opportunities to our community from fitness, food service, childcare, recreation, and administrative support. NAF describes federal employment that is available not only at U.S. Air Force bases around the world but with other services as well. Although NAF positions are federal jobs, they differ from federal civil service positions, as NAF employees are paid from self-generated funds by the facilities and locations where NAF employees work.

The APF Civilian Personnel Office is divided into two sections-- Staffing and Labor/Employee Management Relations (L/EMR)-- providing a full range of services which includes: advisory service to commanders/senior leadership, managers, supervisors, and employees on civilian personnel management, resources, staffing and recruitment, leave and absences, hours of work, awards, supervisory records, labor relations, conduct and performance, reasonable accommodation, and disseminates changes in policy.
